Why is my Google toolbar "create custom search" option disabled?

On both of my computers I have the google toolbar on Internet Explorer, and on my other computer, search boxs give me the option of "create a custon search" but not on this computer. How do I allow this computer to create custom searches.|||Did you try uninstalling and reinstalling the toolbar?
